セクハラ野次問題

去る６月１８日東京都議会本会議において、塩村議員に対してセクハラ的なヤジが発せられたことは、連日メディアで報道され、海外のメディアでも大きく取り上げられています。

このようなヤジの背景には、このような問題(たとえば少子化問題について)何か発言するには、まず自分が結婚しろそして子供を産め、といったあまりに物事の是非をわきまえない感覚があるのだと思われます。

そもそもなぜ少子化が社会的に問題なのか考えてみればわかることです。

このようなコンテキストにおいて子供とは、次世代の労働者であり消費者、納税者であり年金・保険料の負担者です。したがって急速な少子化が意味するところは、労働者の供給や経済の規模の維持、年金・保険制度の持続可能性が危ぶまれるということです。このような意味において、子供は社会インフラに近い意味を持つものであり、社会に生きるものは少子化に無関心ではいられないのです。

他方において、結婚するか否か、子供を儲けるか否かは個人の生き方の問題です。結婚していなくても、子供を儲けていなくても、社会が持続可能であるためには少子化問題にコミットし、余分に税金などのコストを払うなど義務として果たさなければならないし、そうである以上、結婚し子供を設けている人と同様に発言する権利もあるのです。

このような事柄は専門的な知的訓練を受けていなくても、少し批判的に物事の是非を弁える習慣があれば分かることでが、それができずに低俗な野次を飛ばしてしたり顔をしている議員の知的劣化は絶望的です。他方において、やれセクハラであるとか、やれ女性に対する尊厳の問題とか指摘する以前に、既述のような帰結を弁えることでこのような低俗な野次を批判することが、マスコミとしてはより重要な役割だったと思われます。

その他、議会の運営があまりにも形骸化しすぎたため、野次でも飛ばさないと退屈でやってられないという問題もあるでしょう。昨今地方議員の不祥事がマスコミを賑わせていますが、彼らは痩せても枯れても選挙で当選して議員になっているという、これまた当たり前の事実を正面に見据え、あるべき参加型民主政治への議論や理解が深まることを願ってやみません。

なんといっても、「地方自治は民主主義の学校」なのですから。
